Decree-Law No. 139/2025, of December 29
This Decree-Law updates the Guaranteed Minimum Monthly Wage (RMMG), which is set at €920.00, with effect from 1 January 2026.
As a result of this update, an exceptional regime is also established for the extraordinary adjustment of prices in multi-year service procurement contracts, in view of the increase in the RMMG and its significant impact on the formation of contractual prices.
This regime applies to contracts for the provision of the following services:
- Cleaning services;
- Security and human surveillance services;
- Maintenance of buildings, facilities or equipment;
- Canteen services.
The extraordinary price adjustment is permitted for contracts concluded before 1 January 2026, or for contracts concluded after that date where the underlying proposals were submitted earlier, provided that it is demonstrated that the labour cost component indexed to the RMMG was a determining factor in the contractual price and that the contract has been affected by the increase in the RMMG.
Any price revision must be limited to what is strictly necessary to restore the balance of the contracted services, taking into account the expected evolution of wages and the increase in the minimum wage.
This decree-law enters into force on the day following its publication and takes effect on January 1, 2026.
